Commonwealth Presents TPL Proposal at Ashburton Place Meeting

*Note: TPL refers to the Technical Pay Law Program which was created by the state "to attract and retain qualified information technology professionals in a highly competitive labor market." TPL employees are primarily software engineers, network managers, database analysts, and database specialists.

The NAGE meeting for TPL employees, held Thursday, July 19, at Ashburton Place, was standing room only. Kevin Preston, SEIU State Coordinator, explained the historical events leading to our Technical Pay Law Agreement (see link to agreement below). He then went on to explain the proposals made by the Commonwealth to fulfill the Agreement (see link to proposals below). Proposed Position Titles ( and Proposed Grades see link to TPL Updates below) were discussed.

NAGE has developed a TPL Questionnaire, which you can complete online. Go to TPL Update news story to read more about the proposal and to access the questionnaire.

The aggregated information collected from the questionnaires will help us to represent your interests as we negotiate the proposed titles and grades with the Commonwealth. There is also a special email address (tpl@nage.org) for TPL status members to send any specific information that might indicate problems they have already had in their current title and pay designation.

Kevin explained that the Agreement with the Commonwealth creates a process for (finally) creating classification titles for the TPL designation in state service. At this stage we are correcting for past failings, on the part of the Commonwealth. Other related issues, such as pay raises, category assignments and lack of a review process for EPRS are subject to collective bargaining and will be addressed.
