Local 229 Mid-Year Update
Local 229 member,
As the new Local President, I wanted to take some time to introduce myself and let you know what has been going on so far this year.
I have worked for the Trial Court as Probation Officer for 26 years and have worked with the Union since 2003. I started as a steward, then took a seat on the Board in 2010 as the Juvenile Representative, then Vice President before being sworn in as President in December 2024.
Now onto the update:
After many months of ongoing conversations, the Trial Court and the Union were able to agree on raises totaling 11% over 3 years. When added to the 8% one-year agreement, members will receive increases, when compounded, totaling approximately 21% over 4 years. In addition, members also received an increase from implementation of the Segal classification study.
The clothing allowance that the Union negotiated was put into effect in January 2025
The Union and the Trial Court have re-initiated midterm bargaining to negotiate non-economic issues (see NAGE website for copy of contracts for specifics). In addition, The Union has initiated and resumed monthly Labor Management meetings to address current issues that affect members such as: telework, over supervision of cases, eliminating local office policy, issues with Briefcase trainings, Carey guides issues (TCUDS).
NAGE National has been conducting quarterly Steward information meetings via Zoom that anyone who is a Steward or who is interested in gaining more information on what being a Steward entails.
In addition, our Local held a Stewards Training on 5/16/25 to get our current Stewards together and to allow prospective Stewards see what is involved. If your office does not have a Steward and you are interested in learning more or wanting to attend the quarterly meetings, please reach out to me to gain more information.
We have a very active Local Executive Board that is available to hear from you about what is going on in your site. Some issues are global while some affect just a particular office. Please reach out if you would like to address an issue or bring something to our attention. All information on Board members can be found on the NAGE website (nage.org – Trial Court – 229)
I will continue to be in touch with updates about the local as they become available.
In solidarity,
Kristin Pepin
Local 229 President

A Message from Local 229 President Chabot
Dear Local 229 members,
It is a bittersweet moment as I reflect on my time with Local 229. As you may know, I did not seek re-election in the 2024 Local Executive Board election, and I am stepping down from my role as your Local President.
The past 17 years as a member of your Executive Board, the last 6 serving as your President, have been an incredible learning experience that I will never forget. I'm leaving the Local in the hands of an amazing Executive Board, who I have every confidence will continue to represent our members in the best way possible.
These years have been wonderful and fulfilling, and I look forward to the next chapter in my life.
Best to all,

Liz

Supplemental Budget Enacted by the Legislature
The House and Senate reached agreement earlier today on a supplemental budget that included authorizations for NAGE’s new collective bargaining agreements.
The bill has been enacted successfully and sent to the Governor for her signature. We will provide an update as soon as the Governor has taken action.
Thank you to all NAGE members for your strong commitment to making this new collective bargaining agreement a reality!

Reclassification Agreement
We are pleased to notify you that NAGE has entered into an agreement with the Trial Court for a job reclassification plan that will benefit all NAGE members.
The agreement provides as follows:

-
Reclassifications will go into effect January 27, 2025.
-
Two weeks after January 2025, the NAGE-negotiated 3% salary increase will go into effect for all members.
-
Member's current step dates will remain unchanged.
-
The promotional factor in the contract will be improved to a minimum 5% increase.
-
The new starting vacation rate will be 3 weeks per year. Employees currently accruing less than 3 weeks will move to a 3-week accrual schedule.
-
The new starting salary step will be Step 3. Employees below Step 3 will move up to Step 3 upon conversion.

The new salary schedule will look different than the current schedule, with more value between steps, and in some case new top steps. The overall average value of the new scale is 3% higher than the previous scale.

As many employees know, this proposed plan has been under discussion for some time. Credit goes to your Local President for working to ensure the best possible outcome from these negotiations, and for their insistence that we not move forward until we had assurances that we had secured the best possible outcome for our members.

If you need a copy of your title-specific crossalk and payband, please email Kelly Warner at kwarner@nage.org. Any questions about interpreting the documents should be directed to your Local President.

Contract Ratification Results
First, we would like to thank all of our members who participated in the Contract Ratification. We received an outstanding turnout and are proud to have such high member involvement.
Second, congratulations! With 89.92% of the ballots voting to Approve the Proposed Successor Agreement, you have voted to ratify your successor agreement! This contract was historically ratified well before the end of the current contract, and we would not have been able to attain the parameters we did without the leadership of the Bargaining Team, the solidarity of the NAGE-led union coalition, or the Healey Administration.
Agreement highlights include:

-
Effective January 2025: 3% Across the Board Increase
-
Effective July 2025: 2% Across the Board Increase
-
Effective January 2026: 2% Across the Board Increase
-
Effective July 2026: 2% Across thew Board Increase
-
Effective January 2027: 2% Across the Board Increase
-
Effective January 2025: Additional $1 per employee increase to Health and Welfare funding
-
Improved clothing reimbursement for Probation and Security

The Administration will now be filing a supplemental budget for funds to be appropriated by the legislature for the successor agreement. We will keep you updated as any new information becomes available.
