Milton Roe began his careers by joining the Navy in 1978 where he served on ships USS CONE DD866, USS LANG FF1060, USS WADSWORTH FFG9 and the USS MARVIN SHIELDS FF1066. Enlisted as an electricians mate for eight years, he then left the Navy in 1987. He started work as a civil service employee (Journeyman electrician/DON civilian) in 1989 at Long Beach Naval Shipyard in Long Beach, CA, where he worked until 1996. He then transferred to Navy Public Work Center in San Diego in 1996 and became a union steward in 1997.

As a union representative, Roe continued his career as an electrician with San Diego Navy Public Works Center. Through reorganization, this transformed into NAVFACSW Public Works Department. Over the years as a union rep, he was elevated to 4th VP, then 1st VP of NAGE Local R12-35. He became President of the local in 2005 and still holds the position till this date.
