Units 1 3 6 Contract Funding Update

NAGE members of units 1, 3 and 6 recently voted to approve their new collective bargaining agreement.

The language contained in the collective bargaining agreement became effective after the ratification vote to approve it by members.  However, the funding of the collective bargaining agreement and salary raises contained within will not occur until the supplemental budget request filed by the Commonwealth contained in HB 4520 is approved by the legislature and signed by the Governor.  The budget has been filed but is not likely to be approved by the legislature and be funded until the fall.  This is the same as in all previous contracts. 
 
Based upon this information, we estimate that in the fall, after the passage and funding of the supplemental budget, members can expect to receive the 1% raise retroactive to first pay period in July 2017 and the 2% raise scheduled for the first pay period in July 2018.
 
In addition, the collective bargaining agreement contains a tax revenue trigger.  If the commonwealth collects $27.072 Billion by July 1, 2018, NAGE members will receive an additional 1% raise retroactive to the first pay period in July 2017.  It is our understanding that we are likely to hit the trigger and we will know definitively by mid-August.  If we hit the trigger, the Commonwealth will file an additional supplemental budget funding request for funding of the additional 1% raise retroactive to the first pay period in July 2017.  It is our estimation that the passage of the supplemental budget request for this additional 1% will likely be before the end of the calendar year.
 
Please know we are working to get swift passage of the funding of the collective bargaining agreement and that this information is an estimate and subject to change.  We hope to provide you additional information as we learn more from the Commonwealth on the progress of the supplemental budget requests and when members can expect to get their raises.
