IBPO Local votes 'no confidence' in Town Manager

The Westerly, RI Police department has unanimously decided to not support Town Manager Derrik M. Kennedy, after he announced his selection of Richard Silva as new chief of the Westerly Police Department. Silva was chosen over 28-year department veteran Shawn Lacey.  Lacey has been serving as interim chief since the retirement of former Chief, Edward St. Claire. 

IBPO Local 503 has established claims that Kennedy delayed the announcement of his selection for Chief. The selection was purposefully announced on Monday, a few days after a new contract was signed with the union.  Local 503 claims that Kennedy knew the announcement of his choice would put the contract signing in jeopardy.  Kennedy has denied this claim, stating that the promotion process followed the provisions made by the Town Charter.
